He joined his father and stepmother in Winnipeg, Canada in 2003.
In 2011 he moved to Winkler and has lived there since.
Samuel was a direct support worker for Gateway Resources and he excelled at and loved his job. He loved sports, especially soccer. He was interested in politics and was especially invested in the economical issues faced by his home country. He at times acted as a liaison to connect local non profit organizations with orphanages in Sierra Leone, facilitating shipments of donations.
He had a close knit group of friends that he stayed in touch with even as they became dispersed all around the globe. On March 6, 2026 Samuel was suddenly and tragically taken from us.
He leaves to mourn his passing his children Marvin James-Decker, Quinton James-Decker, Maeve James-Decker, Aviva James-Decker and Emmanuel James-Decker, his grandson Israel James-Decker, his mother Mavis Duba Quist (nee Kamara), his stepfather Emmanuel Quist, his stepmother Rosaline James-Decker, and siblings Esther Conteh, Riche Quist, Armah Quist and Allan James-Decker, his grandmother N’Turay Kamara as well as many nieces, nephews, aunts, uncles, step siblings and close friends.
